Healthcare Reform
In order to have a meaningful Healthcare Reform there has to be a law that would cause insurance company's to offer their products to all Americans no matter where they work and allows them to purchase their insurance from any accredited company allowing them to take it with them when they change jobs. Along with this the Insurance company's must be encouraged to offer their insurance like auto insurance company's do, in a cafeteria style such as allowing the insureds to choose whether they want maternity or other services, a set of tax incentives for insurance company's should be offered in order to get them to offer these type of programs. The only Government subsidized insurance allowed would be the existing Medicare and Medicaid programs.
From here on the word IC(s) will refer to "Insurance Company(s)", PC(s) will refer to "Preexisting Condition(s)".
The following is the specifics of my Proposed Healthcare Reform Bill:
1. Make it to where the IC(s) receive incentives for offering their products to groups such as Transportation workers, Medical workers, Construction workers etc.. instead of to company's.
Proposed/Suggested Types of Groups
1. Transportation Workers
2. Medical Workers
3. Farm/Ranch Owners and Workers
4. Food Processing Workers
5. Food Preparation and Serving Workers (such as restaurant and fast food)
6. Manufacturing Workers
7. Service Sector Workers (such as janitorial, grounds keepers etc..)
8. Media Workers (such as TV Broadcasting, News Papers, Magazines etc...)
9. Government Workers (to include all elected officials also such as Congresspersons, Judicial and Executive Branch etc...)
10. Miscellaneous Workers
2. Make it to where the company’s that pay part of their workers premium will have to continue to to pay the same percentage no mater which IC their workers choose or new hires have.
3. Make it to where IC(s) receive incentives to offer their products cafeteria style such as if a couple or individual does not want Maternity coverage they do not have it in their police or say the insured is a veteran then maybe they opt to use a VA Hospital or VA certified Hospital so they decide against Hospital coverage and this can go on down the list of services/products the IC offers.
Proposed/Suggested Cafeteria Style Polices
1. Hospitalization
2. Maternity
3. Doctor visits
4. Preventive Care
5. Medication
6. Miscellaneous Items
4. Make to where IC(s) are to cover PC(s), they may charge a surcharge for those PC(s) for a one year period beginning the first day of coverage and ending on the first anniversary of that coverage.
5. Allow the setup of a private not for profit foundation for the payment of insurance for those who cannot afford insurance and the subsidizing of Hospitals who provide care to those individuals.
Private Foundation For Those Who Cannot Afford Healthcare Insurance
Allow Corporate and Individual Deductions for those of means that contribute to a fund for those who cannot afford to pay for Insurance and to those Hospitals/Doctors who provide care to those without insurance.
6. Allow Non-VA Hospitals to apply to be accredited to provide care for Veterans to be paid by the VA at the VA Hospitals Rate.
VA Accreditation of Non-VA Hospitals to care for Veterans --
Setup Rules and Regulations for the accreditation of none VA Hospitals to care for Veterans at the VA Hospitals Rate.
7. Allow parents to continue to carry their children on their polices till they turn 26 or they are employed to where they can buy their own insurance.
8. Reaffirm the States exclusive right to regulate, oversee and provide for the accrediting of IC(s) also to decide how the Medicare and Medicaid Dollars are to be spent.
9. Make it to where the IC(s) cannot stop coverage of any person(s) just because they have reached the age at which they may enter the Medicare program.
10. Allow those that can afford it and want to to opt out of going on Medicare and to continue their insurance as is which would be allowed by provision 9 herein.
